| Abstract: | Generally speaking, state-owned water assets under the Central Government generate little profits and lack of core competitiveness. It is shown in ways of small scale enterprises, low profit, slow pace of reform in modern enterprises system and heavy burden shouldered by enterprises. It is suggested to accelerate reform of state-owned enterprises under the Central Government, taking the advantage of present reorganization of separating the role of supervisor and operator. |
