摘    要:土地储备制度是近几年来城市土地制度改革的一项重大措施,也是房地产领域改革的一个热点。它是我国经济体制改革、土地使用制度改革和土地管理改革深化的必然结果。作为一套行之有效的对城市存量土地高度集中管理的机制,其目标是盘活城市存量土地,加强政府对盘活存量土地的统筹安排。

Abstract:Land reserve system has been an important measure in the reform of urb an land system in recent years as well as a focus of the real estate reform. It' s also an inevitable outcome of the promotion of notional economic system reform , land use system reform and land management reform. As an effectual way to the high centralized management of urban stock land, the system aims at strengthenin g the overall management of the government and vitalizing the urban stock land.
