| 摘 要： | 21世纪以来，国际生产能力转移呈现出新的特征：产业链整体转移、技术服务型产业比例上升、以外商独资形式为主等。为规避在华外商投资存在的问题，应争取两税合并、选择利用外资、审查外资并购、保护民族企业、引导FDI进入基础设施行业和现代服务业以及强化外资企业的社会责任等措施。

| Abstract: | Since 21th,there are some new characteristics in international productive capacity transformation: the whole industrial chain transfered,the ratio of technological service industry going up,take foreign exclusive investment as the main body,etc.In order to avoid the problem of foreign investment,we should take such countermeastures,as combining two revenue,choosing and utlizing foreign captial,investigating foreign captial,safeguarding Chinese enterprises,introducing FDI to the industries of infrustructure and modern service and strengthening froeign enterprises' social duty. |
