建立健全三江源生态补偿机制的重点和难点

三江源区生态在全国乃至亚洲的生态安全中具有特殊的战略地位,本文在归纳总结三江源生态环境问题的研究现状及实践基础上,指出生态补偿机制的不完善是三江源区生态环境日益恶化、补偿实践效果不明显、大批生态难民无家可归的重要原因,并探讨了健全三江源生态补偿机制的重点与难点。

The focus and difficulty of establishing sound Shang Jianyuan biological compensation system

Ecology in sources of three rivers plays a critical role in China, even in Asia. This paper analyzes the research work done on this area and the application, pointing out that it is the incompute ecocogical compensation system that causes the deterioration of the environment, the ill -result of ecological application and the emergence of large number of homeless refugees. Based on the above expoundation, it goes further to explain the key and important issues to better the ecological compensation system.
