北京市养老保险体系建设的成就与发展思路

北京市养老保险体系建设,自80年代以来,经过了两个阶段:一是城镇职工基本养老保险制度的改革与完善阶段,二是填补制度空白、推进养老保险城乡一体化阶段。目前存在的问题有:在覆盖范围上,还没有完全实现人群全覆盖;在保障水平上,需要进一步提高;在基金支撑能力上,需要进一步加强;在经办管理服务上,需要进一步优化。今后完善养老保险体系的发展思路是:进一步扩大参保范围,实现养老保障人群全覆盖;完善待遇正常调整机制,稳步提高保障水平;加强养老保险基金管理,确保基金安全稳健运行;大力推进企业年金,建立多支柱的社会保障体系;完善社会保障公共服务体系,提升服务质量。

Achievements and Developing Ideas of Building Endowment Insurance System in Beijing

The construction of endowment insurance system in Beijing has experienced two stages since 1980s:reform and perfection of the basic endowment insurance system for employees in Beijing,and filling up system vacancies to push forward urban-rural integration of endowment insurance.Current problems are:not all people being covered by the insurance system,level of security to be improved,the ability of fund support to be strengthened,management and service to be optimized.To perfect the endowment insurance system,insured groups should be expanded to realize complete coverage,normal adjustment mechanism of treatment should be perfected,security level should be improved steadily,management of insurance fund should be strengthened to guarantee the safe and steady operation,enterprise annuity should be strongly pushed to establish a multi-backbone social security system,social security public service system should be perfected to improve service quality.
