新常态下公共财政支出与现代农业发展问题研究

公共财政支出为建设现代农业提供了坚强物质保障。在经济发展进入新常态，经济增速放缓背景下如何继续强化农业基础地位、促进农业可持续发展，加强现代农业建设，是必须破解的一个重大课题。本文立足于新常态这个宏观背景，深入分析当前我国现代农业发展面临的新形势新挑战，对公共财政支出与现代农业发展问题作一些探究，以期为更好地实现用财于农和“十三五”期间及今后一段时期我国现代农业发展提供参考。

Research on the Public Finance Expenditure and the Development of Modern Agriculture under the New Normal

Public finance expenditure provides a strong material guarantee for the construction of modern agricul-ture. In the background of the economic development has entered a new normal and the economic growth slow-down,how to consolidate the foundation position of agriculture,to promote the sustainable development of agricul-ture,and to strengthen the construction of modern agriculture,are the major issues need to be resolved. Based on the macro background of the new normal,in-depth analysis the new situation and new challenges faced by the mod-ern agriculture development,and the existing problems between the public finance expenditure and the modern ag-riculture development,in order to better using money to agriculture and provide a reference to country’s about modern agriculture development during the period of 13th five years and near future.
