城镇化食品零售市场安全逆向选择防范机制研究

食品零售市场化是社会高度现代化的产物，食品的产业化是国家未来城镇化的重要组成部分，食品的安全生产销售与安全防范尤为重要。《食品安全法》制定食品召回制度的意义：一是防患于未然，充分保障消费者的身体健康和生命安全；二是体现食品生产经营者是保障食品安全的第一责任人；三是提高政府监管效能，变被动监管为主动督察。该法规定，在问题食品生产经营企业不主动召回的情况下，有关的监管部门可以责令召回，还包括停止经营等制度。但由于食品零售市场管理体制存在制度性的设计缺陷，发展长期滞后，逆向防范选择机制尤为重要。

The Study on the Adverse Selection Prevention Mechanism of Urbanization Food Retail Market Safety

The marketization of food retail is a product of social high modernization, and the industrialization of food is the essential part of urbanization in the future. Food safety and security prevention are of great importance. The significance of the food safety law has three points:(1) The first is to forestall is better than to amend,that means to fully protect the health and safety of consumers;(2) Second is the embodiment of food production opera-tors is the first responsibility to protect food safety. (3) Third is to improve the effectiveness of government regula-tion,change the passive regulation as the active inspector. The law stipulates that in the case of the production and operation of enterprises do not to recall the problem of food,the relevant regulatory authorities can be ordered to re-call,but also to stop the operation and other systems. And the prevention mechanism of adverse selection is partic-ularly important owing to the design deficit in the management system of retail food market.
