中小城市服务业发展的战略选择——以乐山市的服务业发展为例

乐山服务业存在的问题主要是服务业在三次结构中的比例呈下降趋势，服务业的就业吸纳能力较弱，服务业内部结构不合理，服务业整体水平较低，服务业散、乱、小的特点突出。主要原因是以建制镇为主的城市化道路并不能为新型工业化的发展提供有效的空间依托，第二产业尚没有形成对服务业发展足够的经济支持，新增城镇人口并没有成为现代服务业发展的有生力量，服务业要素价格明显高于制造业，服务业整个行业的投资少、发展后劲不足，人均消费能力低，居民消费结构低水平徘徊，现代服务业人才缺乏，缺少较为完善的政策法规和行业服务标准。为此要以城市化为依托，以规划为龙头，以交通千亿工程建设为契机，以项目为载体，以人才为保证，重点突破，整体稚进，以服务业的充分发展带动整个国民经济加快发展、科学发展、又好又快发展。
