推动我国信用评级行业的良性发展,关键在于对其内部环境、外部市场环境、监管环境和质量控制四个方面进行优化。具体来说,优化内部环境,应不断完善信用评级技术,规范行业竞争,提高评级机构独立性;优化外部市场环境,应推动债券市场良性发展,加快评级行业国际化进程;优化监管环境,应做好评级制度安排,进一步健全认证制度和评价机制;加强质量控制,应引入考核评价制度和淘汰机制。
