以循环经济理论指导小城镇建设

循环经济是以资源的高效利用和循环利用为核心,以“减量化、再利用、资源化“为原则,以低消耗、低排放、高效率为基本特征,从而使经济系统与自然生态系统的物质循环过程相互和谐,促进资源永续利用的一种经济增长模式.本文首先对循环经济理论作了简要介绍,认为以循环经济理论指导建设的小城镇应该是生态循环型小城镇,并对生态循环型小城镇的内涵和特征进行了探讨,分析了建设生态循环型小城镇的原则和意义.

Ecological Economic Theory Guiding Small Towns Construction

Recycling Economy is an economic developing model which focuses on the effective and recycling utilization of materials and which takes "Reduction, Reuse, Resourcelization" as its leading principles. It is characterized by low consumption, low emission, and high efficiency; hence it can promote the long-term circulated use of materials by coordinating the circulation of material in economic system and in natural ecological system. The paper begins with a brief introduction of the theory of Recycling Economy, and puts forward that small towns constructed with the theory of Recycling Economy are supposed to be small towns functioning in an ecological recycling model. Then it expounds the connotation and characteristics of small towns functioning in an ecological recycling model, followed by the analysis of the principles and significance of building small towns functioning in an ecological recycling model.
