| 摘 要： | 平原林业在政治、经济、社会、自然状况方面有着固有的特殊属性。运用比较分析的方法,对平原林业与平原农业、南方林区林业进行对比,指出了林权改革应注意的一些问题,提出平原地区在借鉴吸收国外和南方林区的经验的基础上,要进行林地制度创新、林木制度创新和配套制度创新。
