| 摘 要： | 产业集群的形成过程，既是一个企业聚集的过程，也是一个人才聚集的过程。产业集群是人才聚集形成的基础，产业集群的竞争优势可以通过人才集群得以实现。政府在发展产业集群的过程中，应该创新区域人才引进政策，营造良好的人才集聚环境，以人才要素的集聚带动其他要素集聚，为产业发展创造更好的条件，形成产业集群与人才集群良好互动的局面。 |
