低碳城市群标准体系构建的理论内涵

低碳发展具有显著的区域属性,重点发展以城市群为范畴的区域经济社会,已成为城市化发展的主导模式。低碳经济的本质是技术与制度的创新,低碳城市群标准体系是一个由各分支体系相互补充、相互作用、相互关联所形成的一个有机互动整体,是一个嵌入在社会管理、经济模式、产业技术、能源结构等各个方面的综合系统。标准体系通过的系统协调效应使低碳技术体系发挥更大的碳减排推动力,是一个更趋复杂化、系统化的社会工程。文章提出了低碳城市群标准体系的基本定义和建设重点,对低碳城市群标准体系构建的理论基础和内涵进行了阐释和分析。

Theoretical Connotation of Standard System Construction of Low-carbon City Group

Low-carbon development has prominent area attributes.It becomes the dominant mode of urbanization that focus on the development of regional economical society ranged in city group.The essence of low-carbon economy is the innovation of technology and system.The standard system of low-carbon city group is an interactive organic whole made up by sub-systems complementing,interacting and interrelating with each other,and an integrated system embedded in every aspect such as social management,economic model,industrial technology and energy structure.The standard system is a more complicated and systematic social project,and its systematical coordinate effect makes stronger driving force of carbon reduction.This paper proposes the basic definition and main construction of the standard system of low-carbon city group,and makes an explanation and analysis on its theories and connotation.
