推行“西迁计划”帮助中小企业走出经营困境的探讨

实施“西迁计划”可为中小企业的转型提供缓冲期，为东部地区产业结构调整与升级腾挪空间，有利于优化生产力空间布局，形成由东至西的产业梯度转移链条，缩小东西部发展差距。推行“西迁计划”要成立国家协调领导机构，处理好与国家产业结构调整及升级政策的衔接关系以及产业转出地与承接地政府间的协作关系，还要制定与西迁相配套的产业政策，设立产业转移及升级基金以及制定与“西迁计划”相配套的财政金融政策等。
