善治视域下的“村民自治”与“村官自治”

善治是以法治性、责任性与合作性为基础的＂好的治理＂。善治视域下,新农村建设能否取得成功是与良好的村民自治分不开的,而村民自治包括民主选举、民主决策、民主管理和民主监督四项内容,其中最薄弱的就是民主监督。缺乏民主监督的＂村民自治＂很容易滑入＂村官自治＂的漩涡。实现新农村建设的＂善治＂,必须要以村务公开与村民自治为基础,使合法的＂村规民约＂得到落实,违法的＂村官自治＂得到遏制。

Autonomous Village Official and Villagers' Self-Governance in the Perspective of Good Governance

Good governance is the rule of law, responsibility and cooperative-based ＂good governance.＂ The perspective of good governance, the success of new rural construction is inseparable from good villager autonomy, while the villagers’ self-government, including democratic elections, democratic decision-making, democratic management and democratic supervision of four elements, which is the weakest democratic supervision. Lack of democratic oversight of the ＂Villagers＂ is easy to slip into ＂Village of autonomy＂ whirlpool. To achieve the construction of new countryside, ＂good governance＂ must be based on village affairs and village self-government based on the legal ＂village rules,＂ be implemented, against the law ＂Village of autonomy＂ has been checked.
