充分发挥流通产业的先导作用

流通产业作为国民经济先导产业,可以说在理论界已初步形成共识.但是,流通的先导作用并不会由于一种正确认识的确立而自动实现.为此,我们应该将流通产业先导作用理解为一种更高效率的服务,促使其把消费端发生的变化传导给生产端,并引导供给满足这种需求；在解决时空矛盾的基础上,要使流通产业进一步解决信息不对称问题,避免或减少由于信息缺失和“误导”而造成大量的效率流失,克服由于信息不对称而大量存在的“无导”与“误导”现象；尽快理顺价格形成和传导机制,发挥流通产业在价格形成和传递政策、校正价格方面的作用:不断提高市场化组织程度,在不同市场主体之间形成长期、密切和稳定的相互关系；提倡以流通企业为主导构建供应链,促进扩大内需、调整产能、优化结构任务的实现；创造条件让流通先行,为产业转移提供必要的商业服务业环境;促使流通企业由主要依靠“联营返点”的赢利模式,转变成自营为主的经营模式,鼓励流通企业培育自有品牌,推行体验式营销,深化商品和服务之间的融合.
