当今,随着国际贸易、经济资源、要素禀赋通过国际化大流通超越国界被重新配置范围的日益扩大,必须重新认识国际贸易规律,以崭新的视角重新研究和确立国际贸易基础理论,抓紧建立崭新的国际贸易评价体系.文章指出,对国际贸易规律的重新认识至少应从国际贸易与世界制造业中心转移,全球化大流通快速发展,贸易生产国各种可支付红利形成的综合优势,贸易生产国货币在世界货币体系中的地位和作用,贸易生成国创新能力、创造能力、可持续发展能力的密切关系等五个方面入手.同时,还要在重新认识国际贸易发展规律的基础上,抓紧研究建立国际贸易中的比较优势理论、顺差理论及贸易要素构成理论等基础理论,抓紧建立崭新的国际贸易评价体系,重新评价贸易国对世界的贡献和付出,建立崭新的国际贸易评价体系和补偿机制,研究在全球化条件下如何建立开放、高效、公平、共赢的国际贸易体制,打破和防止新的贸易保护主义.要把争取我国在国际经贸合作中获取更大权益提高到国家战略高度,从长计议做好战略安排；立即组织智库和专家队伍,集中力量研究当代国际贸易和投资的新理论、新规律和新特点,为我国在国际贸易和投资中获取更大权益抓紧立论;组织有关政府部门抓紧研究制定我国发展国际贸易和投资的新战略,争取在重大战略机遇期用足用好我国已经建立的贸易和投资比较优势.
