我国食品安全规制效率的实证分析

摘    要:对我国食品安全规制效率综合评价的结果显示,20032011年间我国食品安全规制的综合效率和技术效率比较低,且未实现规模有效;综合效率值和技术效率值均呈现较大波动,效率值的每个上升阶段均与我国食品安全规制制度改革重要举措相对应,说明改革对于提高规制效率确实能起到非常重要的作用。因此,要对食品安全规制进行改革和创新,以提高食品安全效率,改善食品安全状况。

Abstract:It is indicated in the comprehensive evaluation on the efficiency of rules and restrictions to China food security that the overall efficiency and technical efficiency are relatively lower from 2003 to 2011and the unrealized scale is quite efficient,and the overall efficiency value and technical efficiency value present to be greatly fluctuated with the corresponding fact that the efficiency value in each upward period is quite equivalent to those important measures that are taken to the system reform of rules and restrictions related to the food security,that is to say,the reform plays indeed an important role in the enhance of the efficiency involved with those rules and restrictions.Hence it is necessary to make the reform and innovation on the rules and restrictions for the improvement on the food security efficiency and conditions.
