农电价格政策的利益相关者及利益共赢问题分析

本文分析发现,首先,目前我国农电价格政策存在定价缺乏科学参考标准、利益相关者决策地位不平等、价格水平和补贴机制不利于农电行业和农业的协调发展等严重问题;其次,农电政策除受核心利益相关者的影响外,农业管理部门、国资委等蛰伏利益相关者也能产生较大影响;农村应该推行阶梯电价政策、改目前以低电价补贴供电企业为合理电价补贴农电用户、农电价格水平应该接近供电企业的边际成本、主要使用科学测定方法和横向比较方法分析农村供电成本。

Analysis on the Stakeholders of the Rural Power Price Policy and the All-win Problems

First,the analysis shows that there are several serious problems in China’s rural power price policy.For example lack of the scientific reference standard of pricing,unequal stakeholders’status,unfavorable price level and subsidy mechanism for the coordinated development of rural power industry and agriculture,etc.Second,by analyzing and classifying the rural power price policy’s stakeholders,we found that besides the core stakeholders,some dormant stakeholders,such as agricultural management department and SASAC,also can have great influence on the rural power policy.At last,the winwin interests problem of core stakeholders is analyzed.The following proposals are raised.Firstly,ladder electricity price policy should be implemented in rural areas,to shift reasonable electricity price by subsidising rural power consumers rather than low electricity price by subsidising power supply enterprise;Secondly,the rural power price level should be close to the marginal cost of the power supply enterprise;Thirdly,scientific determination method and horizontal comparison method should be mainly adopted to analyze the cost of electricity in rural areas.
