论中国城市化转型升级的策略研究

在转变发展方式背景下,中国城市化应从粗放型向集约型、从单体向集群、从生产型向消费型、从东部向中西部、从单元向多元化功能升级转型,但在升级转型的进程中,受到发展理念、经济结构与制度、规划与战略和高房价等因素的约束。因此,文章提出消除制度障碍和体制创新、新型城市化与新型工业化有机互动、依托大城市促进中小城市和小城镇发展、重建政府治理结构以提高城市管理水平等对策措施,推动中国城市化的成功转型和健康发展。

The Strategy Research of the Transformation and Upgrade of China's Urbanization

With the changing of the development patterns,China’s urbanization should be transformed and upgraded from extensive to intensive,from the monomer to the cluster,from production to consumption-based,from the east region to the central and western regions,from the simplification to the diversification.However,the process of transformations is restricted by the concept of development,economic structures and systems,planning and strategy,as well as the high housing prices and other factors.Therefore some strategies are proposed,such as eliminating institutional barriers,institutional innovation,the interactions of the new urbanization and industrialization,relying on big cities to promote the development of small and medium cities together with small towns.Based on the market,reconstruct the governance structure and improve the urban management,to achieve the successful transformation of the urbanization and health development of China.
