创新型经济视角下的高新技术产业制度建设研究

创新型经济是我国经济发展的必然走向,高新技术产业是推动创新型经济发展的重要动力。但现行投融资、知识产权和产学研等制度已经在一定程度上制约了高新技术产业的发展。文章认为,优化高新技术产业发展的制度安排是促进创新型经济发展亟需解决的问题。应该通过推进以"新三板"为核心的创业板市场建设,重点解决中小型高新技术企业发展资金瓶颈;加大知识产权保护力度,强化高新技术企业自主创新内在动力;加强产学研合作创新,推进科技成果产业化等措施促进高新技术产业的发展。

System Study of High-tech Industry Under Innovation-based Economy Perspective

Innovation-based economy is the inevitable of our country,the main power to promote the innovation-based economy is the high-tech industry.However,present system of investment,financing,intellectual property constrain the development of innovation-based economy.The paper considers that to optimize the system arrangement of high-tech industry is the way to promote the innovation-based economy.We should make more effort on the third board stock market for private-own small and medium enterprises,and make more useful policies for their development.
