“代建制”管理模式下的风险分析及其防范对策

在我国推行投资体制改革的浪潮下,政府投资项目领域开始引入"代建制",以期取得良好的经济效益和社会效益。然而不可否认代建制仍是新兴的管理模式,在实施中必然产生诸多风险。文章在我国目前推行的三种代建管理模式的基础上,分析了代建制管理模式产生的各种风险,并从完善法律法规、健全监督约束机制、培育项目管理公司和推行合同担保等方面提出风险防范对策。

The Risk Analysis on the Agent Construction System Management Mode and Countermeasures

With the implementation of investment system reform,the agent construction system has been introduced in the government investment projects,in order to obtain good economic and social benefits.However,agent construction system is still obviously a new management style;a number of risks will inevitably arise in its implementation.This paper,analyzes the various risks which arise in the agent construction system currently applied in the three kinds of models,and offers some countermeasures for perfecting law and regulations,improving supervision and restraint mechanisms,developing and training company project management,and the implementation of the contract guarantee etc.
