我国食盐产业链利益分配问题及制度求解

我国食盐产业链合作利益在各环节的分配严重不公平,这造成了整个产业链的效率损失。合作利益的分配问题是由食盐产业链纵向和横向上的不合理的产业组织状况所导致的,而产业组织的不合理性有着包括盐业管理体制问题在内的制度性根源。以市场化为目标的食盐专营制度改革和以投资主体多元化为目标的产权制度改革,将优化盐业产业组织结构,从而提升整个盐业产业链的效率,最终增强我国盐业在国际市场上的竞争力。

The Problem of Cooperative Benefit Allocation and the Institutional Settlement in Salt Industrial Chain

In China’s salt industrial chain,the cooperative benefit allocation is unfair,which results in the loss of efficiency of the entire industrial chain.The allocation problem is due to the irrational vertical and horizontal industrial organization.And the irrationality of industrial organization is caused by the institution of salt industry.The institutional reform of salt industry includes two aspects.One aspect is the reform of government monopoly which should be market-oriented.The other aspect is property reform which should be oriented with diversification of investment.The institutional reform will improve the industrial organization and the efficiency of salt industrial chain,and will eventually enhance China’s salt industry’s competitiveness in the international market.
