加强对外合作,促进页岩气勘探开发

当前,世界主要页岩气资源大国(如美国、加拿大等国)都在加快页岩气勘探开发。国外页岩气快速发展的主要经验是:开放性的竞争环境的促进作用,技术进步的推进作用,优惠政策的扶持作用,健全的市场管理的保障作用,完善的基础设施的支持作用,专业化服务的支撑作用。我国的页岩气勘探开发近年来取得了很大的进展,但与国外相比差距较大,应以对外合作促进我国页岩气勘探开发:包括对外开放页岩气矿业权市场,开展对外技术合作,建立和加强政府间合作交流机制等。

To Strengthen International Cooperation and Promote Exploration and Development of Shale Gas

This paper first introduces the main experiences withregard to rapid development of foreign shale gas,these include:open competition environment has generated a boost;technicalprogress has produced a great propellant effect;preferential policieshave played a role of support;sound market management has playeda guarantee role;and the support role of both good infrastructureand specialized services.Following from this,the paper makes a suggestion for promoting the development of China’s shale gas viaco-operation with foreign countries in the context of: opening upmining rights market of shale gas;conducting external technicalcooperation;and building and strengthening Intergovernmentalcooperation and communication mechanism.
