以矿业城市为载体构建矿政管理制度平台

矿业城市是矿业、矿山和矿工的载体,是贯彻矿业政策实施行政管理的主体,矿政管理抓住矿业城市,一切问题当迎刃而解。自从朱训同志发表《要像重视"三农"问题那样重视"四矿"问题》十年以来,从党政机关到社会各界重视"四矿"问题,促进矿业城市可持续发展取得了诸多成就,但仍有一些实际问题和理论有待解决。建议进一步深化理论研究,明确界定矿业城市,以矿业城市为载体构建矿政管理制度平台,聚焦矿政管理重点,实现保障发展保护(矿产)资源的双重目标。

Building the System Platform for Administrative Management of Geology and Mineral Resources Using Mining Cities as Carrier

Mining city is the carrier for mining,mine and miner,and is the subject of the implementation both of the mining policy and administration,so if the administrative management of geology and mineral resources concentrates on mining city,all the problems will be solved.Since "attaching great importance to "the problem facing the mining industry,mine,miner and mining city" just as paying attention to the problems concerning peasants,agriculture,and rural areas" issued by ZHU Xun ten year ago,many achievements have been made in the promotion of sustainable development of mining cities.However,there are still some practical problems and theories to be solved.This paper proposes that further research on theory must be deepened;mining cities should be defined clearly;building the system platform for administrative management of geology and mineral resources by using mining cities as carrier,and focusing on the key point of administrative management of geology and mineral resources,and reaching the goal of both development and protection.
