“走出去”利用油气资源的新思考

截止2011年底,全球石油探明剩余储量2087亿吨,天然气探明剩余储量191万亿方;石油产量36.28亿吨,天然气产量32283亿方,继续快速增长。预计未来一段时间,天然气将继续保持较快的增长势头,页岩气作为全球能源领域新的热点,将会得到快速发展。发达国家为争夺和控制石油资源而导致的地区冲突还会继续,亚太地区和新兴经济体的能源安全将会依然严峻。我国政府应建立境外风险勘探基金,支持石油企业开辟新市场;石油企业"走出去"应重点开辟潜力巨大的地区;利用现有通道,加大与周边国家的合作与开发力度。

A New Way of Thinking about Use of International Oil and Gas Resources via "Out-going" Strategy

By the end of 2011,around the global,there was 208.7billion tons remaining proved reserves of oil and 19.1 billion tonsof natural gas;oil production was 3.628 billion tons;and naturalgas production was 3.2283 trillion cubic meters.It is predicted thatin some time in the future,natural gas will be kept fast growth;andshale gas,as a new hot spot in global energy field,will get a rapiddevelopment;regional conflicts caused by the struggle for andcontrol over oil resources among developed countries should becontinued;energy security respecting the Asia-Pacific region andthe emerging economies will be still severe.In response to this,thepaper points out that China’s government must pay more attentionto the following aspects: establishing overseas risk exploration fund,and support oil enterprises to open new markets;oil enterprisesshould put emphasis on opening up the regions with huge potential;and increasing cooperation and development efforts with thesurrounding countries by use of existing channel.
