| 摘 要： | 我国数字图书馆建设中存在三种组织模式,分为国家投入式、地方投入式和企业投入式.这些模式在发展过程中存在的问题主要有政府的投资意识差、重复建设严重、信息基础设施整体水平低、缺乏统一的技术标准、知识产权问题严重.面对这些问题,我国发展擞字图书馆应该加强数字图书馆建设的宏观战略管理、建立数字图书馆联盟,加强各界的合作和协调、注重信息基础设施建设,实行梯度发展战略、优先建设特色化数字资源、改革投资机制,积极推行产业化经营.
