| 摘 要： | 我国海洋矿产资源丰富,然而,对于海洋矿产资源产权市场的研究相对滞后,影响海洋矿产资源的可持续发展。文章在分析海洋矿产资源产权市场现存问题的基础上,阐明海洋矿产资产化管理法律体系及监管等方面缺失是造成产权市场发育不良的原因,并就协调海洋矿业权与海域使用权的机制提出了对策建议。

| Abstract: | The paper argues that the lagged study on property rights market of marine mineral resources produces an effect on sustainable development of marine mineral resources.It points out that the reasons behind "unsound property rights market" lie in the fact that: the law system and the mechanism for oversight and management of marine minerals assets are not perfect,and given this situation the paper offers a mechanism of coordinating marine mining rights and water-use rights. |
