谈小城镇可持续发展

小城镇可持续发展主要从以下三个方面进行衡量：小城镇经济系统、小城镇社会系统和小城镇生态环境系统。可持续发展就是这三方面协调统一地发展。首先，建立了小城镇可持续发展的指标体系，建立了基于层次分析法的小城镇可持续发展综合评价方法。然后，详细论述小城镇资源能源的、小城镇生态环境和小城镇社会人的可持续发展。小城镇可持续发展决不能忽视经济、社会和生态环境的协调发展，应注重社会效益、生态环境效益和长远利益。

The Sustainable Development of Small Towns

In this paper, from the systemic viewpoint the sustainable development ability of small towns can be measured from the following aspects: economic system,society system and environment system. These three aspects should be developed coordinately. A corresponding index system is established and a comprehensive approach based on AHP is supplied to evaluate the ability in the first part. In the second part, the authors mainly discuss how to realize the sustainable development of resources and energy sources, environment, humanistic community. The coordinate development of economy, society and environment should not be ignored and the social benefit, humanistic community benefit and long-term benefit should be emphasized in sustainable development of small towns.
