新农村建设中劳动力转移与城镇化协调发展研究——以云南为例

转移农业剩余劳动力,消除二元经济结构,是实现新农村建设目标的重要途径。以云南劳动力转移为例,分析了农村劳动力转移与城镇化发展的关系,城市化水平滞后、现行的户籍制度、劳动力市场发育滞缓和农村劳动力素质低等是两者不能协调发展的主要原因。改革户籍与土地制度,赋予农民工平等的劳动力保障权利、坚持多元城镇化转移农村富余劳动力原则、大力发展二、三产业,为农村剩余劳动力转移提供就业机会等是劳动力转移与城镇化协调发展之良策。

The Coordinated Development of Rural Laborer Transfer and Urbanization in New Rural Reconstruction

Transferring of surplus labor force and eliminating duality economic structure are both important approaches to realizing the goal of new rural reconstruction.This paper analyzes the present situation of the labor force transfer in Yunnan Province,expounding the relationsing between rural laborer transfer and urbanization.It then systematically analyzes the reasons that the urbanization and the labor force transfer cannot develop harmoniously,and puts forward some policy proposals in this case.
