对社会主义新农村有关理论及测度指标体系的思考

目前所提出的社会主义新农村与以前提法有明显区别。现阶段的新农村建设已不仅仅局限于农村村容村貌的改善或单纯农村经济发展,而是以农村经济社会的全面进步为目标,改善农村生产、生活环境,培育农村生态文明,促进农村经济社会和环境的全面、协调和可持续发展;社会主义新农村建设的主要构成要素可分为环境要素、基础要素和效果因素三大类;环境要素的改善依赖于政府,基础要素的改善主要是农村自身建设,效果因素的改善依赖于环境因素和基础因素共同作用的结果;新农村测度指标体系应分成不同的级别,就目前而言,调控新农村建设主要靠县一级,考核社会主义新农村建设进程主要应放在县级和村级进行。
