| 摘 要： | 善治作为全新的政府治理模式和价值评价基准得到世界的广泛认同。基于善治视野探索服务型政府建构有助于更为深刻地揭示服务型政府的价值定位。善治视野下服务型政府的建构,其基石在于继续坚持法治行政和秩序行政的基本路径,其主体在于人本、公平、回应、参与和效能基本理念下服务意识的强化。
