海权与陆海复合型强国

陆海复合型国家是指濒临开放性海洋且背靠较少自然障碍陆地的国家,欧洲面向大西洋地带的国家及当代的中国都是陆海复合型国家的典型代表。作者从理论与历史这两个角度对陆海复合型强国的战略地位及其在发展海权时面临的主要障碍进行了深入探讨,认为与单纯的海洋国家相比,陆海复合型强国为发展海权而进行的努力更需要被置于一种合理的大战略框架下,而这点则需要对发展海权的战略目标、海上力量的战略构成及自身海洋禀赋有明确的认识。陆海复合型强国在进行必要的海洋转型时,不仅要充分认识到自己能力的限度,同时也需要对发展海洋能力的必要性有明确的认识。与历史上的陆海复合型强国一样,冷战后中国的崛起进程同样也伴随着规模巨大的海洋转型,基于历史提供的经验教训,当代中国进行海洋转型时需要考虑的首要问题之一是如何避免重蹈近现代历史上欧洲陆海复合型强国海洋转型失败的覆辙及由此而引发的种种灾难性后果,从而实现真正意义上的和平发展。

Sea Power and Rimland Powers:Theory and Policy Implications

This article tries to look into the strategic significance of rimland powers from both theoretical and historical perspectives, and analyze the obstacles that the rimland powers have to overcome in the development of sea power. Compared with maritime powers, the rimland powers have to put their efforts of sea power development under a reasonable grand strategy in order to avoid unnecessary ramifications. They should first have a clear understanding of the strategic aims, naval force structure, nautical endowments, etc. However, in the maritime transformation, the rimland powers should not only be fully aware of the limits imposed by nautical endowments, but also give serious consideration to the necessity of the development of sea power, so as to escape the doomed fate of rimland powers in modern history.
