《场地环境调查技术导则》在调查实践中的应用

以江苏省徐州市为例,对《场地环境调查技术导则》（HJ25.1-2014）在应用中存在的污染源定义与调查范围问题进行了分析和探讨。初步认为,导则应该进一步明确关于场地环境调查的污染源定义,对＂污染类型、污染状况和来源＂等要求做出明确的说明;场地环境调查的污染源应该是所有向场地内排放有毒有害物质的场所、材料、产品、设备和装置等。另外,导则要求周围区域的范围应由现场调查人员根据污染物可能迁移的距离来判断,在实际调查中实施的难度较大,应该明确规定,调查范围以场地为主,并包括直接相邻单位的场地和根据场地具体情况判断出有较高环境风险的其它有关区域。

Application of Site Environmental Investigation Technical Guidelines on Investigation Practice

Xuzhou, for example, applying technical guidelines for environmental site investigation and source of contamination and investigation area were studied and analyzed. The guidelines should clarify the definition of contamination source and meaning of ＂contamination type, status and sources＂. With field experiences,source of contamination should mean any place, material, product, equipment, device, etc. With releasing or emitting hazardous substances to the site, the guidelines should rule that investigation area should be determined by calculating contaminations,potential migration distances,which was difficult to perform.With field experiences,investigation area should include site area, any other property directly abutting to the site and any other area threatening the site.
