| 摘 要： | 随着汽车行业的快速发展，全球废旧轮胎的产生量逐年增加，形成了严重的“黑色污染”。为了解决由此产生的环境问题，发达国家已经走上了法制轨道，建立了符合市场经济规律的制度体系。介绍了美国、加拿大、欧盟及日本等国家和地区废旧轮胎回收利用管理体系，描述了废旧轮胎回收流程、管理办法以及当地政府对回收利用行业的优惠鼓励政策，并简单介绍了国内的现状和发展方向。
