中国铁路企业改制的制度性前提分析

中国铁路企业长期受计划经济体制影响,所有权、经营权关系不明确,造成企业经营目标模糊化,而产权及其代理关系的不明确,又造成所有者、经营者权责不明,政企不分。因此,要按照现代企业制度的要求对铁路企业进行改制,在宏观层面上,必须明确三大关系:政府目标和企业目标的关系;所有者内部的产权关系;所有者与经营者之间的关系,这是铁路企业改制的制度性前提。

Analysis of Political Preconditions for System Reform of China Railway Enterprise

Since China railway enterprises have always been operating underplanned economy system, the fuzzy relationship between ownership andmanagerial right leads to a nebulous goal of management. In the meanwhile, theuncertain relationship between ownership and its representatives will causedubious responsibilities and rights between owners and managers as well asdisturbance between government and enterprises. Therefore, it needs torestructure the railway enterprises according to modern enterprise system. Threerelationships need to be clearly defined in macro: the relationship betweengovernment goal and enterprise goal, the interior ownership relationships, therelationship between owners and managers. This is the precondition for therestructuring of railway enterprise.
