| 摘 要： | 十二五规划纲要和2011年计划中的亮点之一是适当降低经济增长速度。这不是后退而是更好地前进,是为了进一步落实科学发展观、加快转变经济发展方式、提高经济增长质量、扩大内需、遏制通货膨胀、调整经济结构、发展创新型经济和改善民生。实现这个目标有若干难点,其中包括三农问题等,这些问题都需统筹安排,政府和公众都要有克服各种困难的信心。
