| 摘 要： | 在政府投资的林业生态工程项目中引入市场机制、竞争机制和利益机制,探索市场化运作的项目管理模式将是未来林业生态工程项目管理的发展趋势。从完善项目法人责任制度;项目咨询市场;推行全方位工程监理制度;以及全面实施工程招投标制度和项目监督评价制度等方面,探索建立林业生态工程建设市场化外部运行机制。
