粤港澳区域治理结构的演进和优化

目前,粤港澳区域治理面临三大约束:政府职能衔接存在障碍;政府与市场的关系不合理;政府促进社会组织发展的有效机制尚未形成。未来粤港澳区域治理需要解放思想,推动服务型政府建设,建立政府部门的灵活对接机制,加大对市场主体和社会组织的培育力度,提高监管水平,不断优化粤港澳区域治理结构,提升粤港澳区域合作水平。

On Evolution and Optimization of Regional Govemance of Guangdong-HK-Macao Areas

Since the policy of reform and open was adopted,the regional governance structure between Guangdong,Hong Kong and Macao has experienced three stages: market mechanism as the leading factor;market mechanism and government mechanism work together;market mechanism,government mechanism and society mechanism work together.In order to perfect the regional governance structure,there are three problems: the obstacle of hooking up government function;the irrational relationship between government and market;the lack of effective mechanism of government’s supporting social organization development.In the future,the three sides need to change their ideas,developing service-oriented government,building flexible connection mechanism between government apartments,supporting the development of companies and social organizations,improving the supervising of companies and social organizations,optimizing the regional governance structure,upgrading the cooperation between Guangdong,Hong Kong and Macao.
