| 摘 要： | 西方新公共管理运动影响全球,中国的各级政府也不例外,纷纷引入市场化管理工具,允许民间资本投入公共领域。郑州市政府首次允许私人投资电子警察,这一政策具有客观必要性和可行性,是在新形势下,对公私伙伴关系的创新运用,一方面政府减少了风险,降低了成本;另一方面私人竞争提高了公共产品的供给效率。

| Abstract: | The western new public management movement affects the whole world.China's all levels of governments are not exceptional,for example,introduced the market management tools,permited folk capital to invest in public domain.The Zhengzhou government permits the individual invest in electronic police for the first time,and this policy is necessary and feasible,it is a kind of innovative application for the public-private partnership under the new situation.On the one hand the government reduces the risk and the cost;on the other hand private competition enhances the public product supply efficiency. |
