| 摘 要： | 总体而言,我国商会转型正处于对政府部分职能的渐进替代和对企业需求的部分满足的过程中,其与政府、企业之间的关系尚处于一种不成熟、不稳定的发展形态.分析商会与政府、企业间的互动关系,了解商会转型的基本特征和变动规律,是提供制度安排的有效途径。本文以上海市某基层区级工商联为研究对象,通过对该商会"异地工业园区"项目的案例分析,探讨基层商会转型中的资源基础、制度优势、转型机制、转型动力和制度局限等一系列相关问题,以推动体制内基层商会转型。
