| 摘 要： | 土地储备制度的建立,对于促进城市土地市场的发展,解决城市公共设施的用地问题,具有十分重要的意义。但是,目前我国城市土地储备制度处于边运作边探索的过程,人满难免会存在些许误解,我们有必要转变观念,深刻认识土地储备制度的内涵和建立的必要性,完善土地储备制度的功能定位和运作机制,使之更好地服务于城市建设、服务于广大群众。

| Abstract: | The establishment of land reserve system is of extremely vital significance to promote the development of urban land market and solve the land problem of Urban public facilities. But the city land reserve system in our country at present is in the synchronous process of exploring edge and operation stage, there will be some misunderstanding when the city is full of people, it is necessary for us to change the idea and profoundly understand the connotation of land reserve system and the necessary of establishing land reserve system, perfect function location of land reserve system and operation mechanism to let it serve better urban construction and the masses. |
