广州住宅小区配套设施建设与管理问题探讨

摘    要:如何解决住宅小区配套设施的建设和管理直接关系到小区居民的切身利益和社会的和谐发展。本文通过对广州住宅小区配套设施建设和管理现状的实地调查和分析,探讨了住宅小区配套设施的建设和管理存在的问题,并提出相应的对策建议。研究表明,广州住宅小区存在中小学教育配套设施不足和建设严重滞后、小区停车场设施严重缺乏、商业配套设施建设过多、小区会所建设过泛、规模过大等问题。建议改变现行“一刀切”的指标体系,制定有弹性的小区配套标准,从小区实际情况出发配置公共设施,改变“大而全”的配置模式,政府应直接介入公益性配套设施的规划和建设,提高小区停车位建设规模,大力开发地下空间解决停车难问题,适当控制小区商业配套设施的规模,因地制宜进行小区会所建设,提高使用率,减少空置率。

Abstract:How to handle construction and management of residential area supporting facilities is di- rectly related to the immediate interests of residents and the harmonious development of society. This paper explores the construction and management problems of supporting facilities of residential area and puts forward the corresponding countermeasures, based on the survey and analysis of supporting facilities construction and management of residential area in Guangzhou , actuality about Research shows that there are many problems existing in Guangzhou residential area. Firstly, the residential area edu- cational facilities of primary and secondary are lack and the construction is seriously delayed. Sec- ondly, residential area is severe shortage of parking facilities. Thirdly, the amount of commercial facilities is too much, the number of residential club is too many and the scale is too large .So it is suggested that the government should change the current "one size fits all" index system, set the elastic standards of residential area facilities. The government should deploy public facilities according to the actual situation of residential area and change the "large and all inclusive" facilities mode. Besid tion, es, the government should directly involved in public welfare facilities planning and construc- enlarge the construction scale of residential parking lot, vigorously develop underground space to solve the parking difficult problems. Finally, the scale of residential area commercial facilities should be properly controlled, the residential clubs should be built on the basis of local situation so that the utilization rate can be improved and the vacancy rate can be reduced.
