摘    要:在宅基地所有权法律上属于村集体经济组织的制度框架下,农户仍然认为自己拥有比较安全的事实上的宅基地所有权。这种较强的地权安全性认知导致农户拥有强烈的宅基地投资激励并且使得“一户一宅”的农村宅基地管理制度难以推行。
