转型期公共部门绩效工资改革的合约障碍与路径选择

摘    要:公共部门组织运作特殊性和转型期公共部门治理机制扭曲而形成的合约障碍,使得我国公共部门绩效工资改革要远比私营部门复杂和困难。立足公益性,动态确定公共部门运作目标;统筹兼顾,科学设置公共部门绩效考核指标;完善治理机制,拓展绩效工资的运用空间,是确保当前我国公共部门绩效工资改革顺利推行并取得预期成效的路径选择。

Abstract:Due to the organizational particularities of the public sector and the contractual barriers derived from the distortion of the governance mechanism in the public sector, the performance pay reform in our county's public sector appears more complex and difficult. Aiming to serving the public, dynamically to set the appropriate objectives of the public sector;, making overall plans and take all factors into consideration, scientifically to set up the performance evaluation indexes; improving the governance mechanism, to expand the performance pay practice in the public sector, are main solutions which insure the successful implementation of performance pay reform in our county's public sector.
