新时期农村公共卫生事业的完善

计划经济时期,中国农村建立了以赤脚医生、合作医疗、爱国卫生运动为支柱的基层卫生保健体系和县乡村三级卫生服务网,使广大农村居民享受到全面、有效的卫生保健服务。改革开放以后,建立在集体经济上的卫生保健体系瓦解和医疗卫生领域的市场化倾向使农村公共卫生事业出现滞后与缺位。这种局面势必会影响到农村经济社会的和谐发展。新时期完善农村公共卫生事业,首先要明确政府的责任,其次要以新型农村合作医疗为契机,推进农村公共卫生工作,以及广泛开展农村医疗社会工作。

On Perfection of Rural Public Health

Under the planned economy system,three levels of hygienic service net in rural areas and the grass-roots health protection system,which based on barefoot doctor,Cooperative Medical Scheme and patriotic health campaign had been built.Such policies caused the general countryside inhabitant to enjoy comprehensive and effective medical care service.After the reform and opening up,rural health protection and medical treatment system that established on the base of collective economy had been disintegrated and the market-oriented tendency had been appeared in medical and hygienic domain.These caused rural public health undertaking to appear the lag and the vacancy.This kind of situation certainly will influence the harmonious development of rural society and economy.Nowadays,to improve the rural public health undertaking,the responsibility of government should be firstly clarified.Then,the New Cooperative Medical Scheme should be taken as an opportunity to advance the rural public work.Finally,the rural medical social work should be carried out widely.
