摘    要:海洋强国战略目标的实现需以海洋综合实力的整体提升为基础。运用熵权TOPSIS模型,根据中国海洋经济及相关统计数据对海洋综合实力及其动态变异规律进行分析评价。结果显示,2001—2016年中国海洋综合实力呈上升趋势,且具有阶段性特征,但要素层七大子系统对海洋综合实力提升的传递作用具有异质性。为此,需从以下方面提升中国海洋综合实力:完善海洋科技发展体制机制,提升海洋经济发展质量与效益;改善海洋基础设施效能,提高海洋产品与服务的消费市场与国际竞争力;在合理利用现有海洋资源基础上进一步开发海洋新资源,提高海洋生态保护能力。

Evaluation of China's Ocean Comprehensive Strength Based on Entropy Weight TOPSIS Model
Abstract:The realization of the strategic goals of maritime power should be based on the overall improvement of maritime comprehensive strength. Based on China''s marine economy and relevant statistical data, the entropy weight TOPSIS model is used to analyze and evaluate the comprehensive ocean strength and its dynamic variation law. The results show that from 2001 to 2016, China''s comprehensive maritime strength shows an upward trend with phased characteristics. However, the transmission effect of the seven subsystems of the factor layer on the improvement of ocean comprehensive strength is heterogeneous. It is necessary to improve China''s comprehensive marine strength from the following aspects: improving the system and mechanism of marine science and technology development, improving the quality and efficiency of marine economic development. Improving the efficiency of marine infrastructure and increasing the consumer market and international competitiveness of marine products and services. On the basis of rational utilization of existing marine resources, further developing new marine resources and improving the ability of marine ecological protection.
