摘 要: | 从人才环境支持带动、城产才融合推动、人才资源结构联动、科创协同互动、人才体制机制驱动等层面阐释人才一体化的动态发展过程。基于人才环境服务的最佳化、人才规模效益的共享化、人才资源结构的联动化、人才产出价值的充分化、人才投入活力的最优化等方面提出人才一体化的内涵要义。据此,根据“驱动力-压力-状态-影响-响应” (DPSIR) 模型框架,对人才一体化响应机制进行探析,可为定量化研究人才一体化提供理论依据和方法体系。

Study on the Connotation and Response Mechanism of Talent Integration |

Abstract: | Based on the analysis of environmental support promotion, city-industry-talent integration, talent resource structure interaction, technological innovation coordination, and talent system mechanism activation, the description of dynamic developing process for talent integration is identified. The connotation of talent integration is identified from five major pillars, including optimization of talent environmental service, sharing for talent scale benefit, linkage of talent resource structure, sufficiency of talent output value, and optimization of talent input vitality. The response mechanism for talent integration is constructed by embedding the Driver-Pressure-State-Impact-Response (DPSIR) model, which provides theoretical basis and method system for quantitative research on talent integration. |
