Our countryside is a society of governance by rural elites.Rural elites play great roles in many ways,such as,developing the economy of countryside,keeping the stability of countryside and so on.However,rural elites are restricted villages,government and even by themselves when they are working.So how to overcome these restrictions to better bring into play the rural elites' function becomes the key to speeding up our countryside.
