中国省级政府财政支出在缩小城乡生活质量差距上的效率及影响因素分析

摘    要:基于2006—2010年中国大陆30个省份的面板数据,采用DEA-Tobit二阶段模型核算并解释各省级政府财政支出在缩小城乡生活质量差距上的效率。研究发现:综合支出效率从高到低依次为东、西、中部地区,进一步对地区效率差异性检验发现,仅东、中部地区间的差异较显著;阻碍东部地区综合效率提升的主要原因为公共投入冗余,西部为投入不足,中部为纯技术效率偏低;影响因素检验表明,政府规模是降低效率的因素,教育水平、政策变量对效率提升起促进作用,人均GDP对效率的影响不显著。

Abstract:Based on panel data of 30 provinces in China from 2006 to 2010,the paper analyzes provincial governments' expenditure efficiency on narrowing living quality gap between urban and rural areas by using two-stage DEA-Tobit model. The following conclusions are reached: Comprehensive efficiencies descend from east area to west and to middle area,but only the east area and middle area have significant statistical difference. Major problem facing east area is too much input redundancy,while west area is in short of fiscal investment,and the middle area is subjected to the lowest pure technical efficiency. Expenditure efficiency is positively related to citizens' education and policy,and negatively related to government's scale, while GDP per capita has no significant impact on efficiency,based on influencing analysis.
